My Lords, we have battered away as hard as we can to try to get the Government to come to some sensible conclusions on this matter. The trouble is that this law will now be breached on a regular basis. We all know about people who already drive holding mobile phones and who will probably not be too moved. The whole intention behind the amendment was to enable people to pull up at the side of the road and still not be in breach of the law. However, we have raised this matter one way and another on three occasions and I will not press it any further. I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
