Compensation Bill [HL]
In fairness to the body, we said that there was no question that in order for it to become the regulator it would not exist in its present form. We asked Mr Boleat to look at whether the council could become a regulator. I agree with the noble Lord that as things currently stand, it could not, but the question is whether in future it could.
