My noble friend is right. If I accepted the argument of the noble Earl, Lord Peel, that people should be prepared to give of their time, that would preclude people with a great deal of expertise and much to offer who simply cannot afford the luxury of giving large amounts of working time to this sort of occupation. I know that he, like me, would want to see the best person doing the job, rather than the person who is most able to give freely of their time. The noble Lord, Lord Rotherwick, raised the question of membership of this House, which, as he knows, is not salaried.
