Natural Environment and Rural Communities Bill
If the noble Viscount will be patient, I will do that. I have an excellent definition from the philosopher John Locke, in the late 17th century. Alas, I do not have it with me, but I hope that I will have it after dinner. I will give him that definition and then, perhaps, a more modern definition. It is an important point.
