National Insurance Contributions Bill

I thank the Minister for that reply, which I might have predicted. At the heart of the issue is that although your Lordships’ House can consider national insurance legislation, we are told that the regulations that will flow from the Bill will mirror things that have already been considered in another place, so we do not need any procedures, except in one or two areas. I find that somewhat unsatisfactory, but I suppose that reflects my frustration that we are not allowed to do perfectly good scrutiny work on the equivalent provisions in the Finance Bill, which I am sure would benefit from scrutiny in your Lordships’ House. I understand the Government’s position on this and I beg leave to withdraw the amendment. Amendment, by leave, withdrawn. Clause 7 agreed to.
