Proceeding contribution from Baroness Noakes (Conservative) in the House of Lords on Thursday, 26 January 2006. It occurred during Debate on bill and Committee proceeding on National Insurance Contributions Bill.

National Insurance Contributions Bill

I understand what the Minister says about the Bill being constrained by human rights’ legislation. I believe that that is the only constraint on the Bill, which of course creates its own uncertainty, and we were seeking in some ways to mitigate the consequences of that. I will consider this important area further before Report. I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
