The policy was further endorsed by Paul Myners in his Review of the impediments to voting UK shares. Examples were given of queries, where shares were held in the names of nominees, about whether the voting rights had been properly taken account of. The Company Law Review recognised that its proposals would not fully address all failures in the vote execution process occurring at stages—
