I thank my noble friend for his detailed and thoughtful response. Perhaps I may quickly refer to the remarks of the noble Baroness, Lady Noakes. The point about cost is that the lengthy consultation on OFR had already taken some of that into consideration. So, in November of last year, we were nearly there, and the discussions about the financial burden and impact upon companies had already been discussed at some length. I will read carefully what my noble friend said. I think we will return to this matter. So long as the Committee stage does not last for the next six months, we will look forward to seeing the government amendments on this issue. I beg leave to withdraw the amendment.
