Proceeding contribution from Lord Shutt of Greetland (Liberal Democrat) in the House of Lords on Thursday, 2 March 2006. It occurred during Debates on delegated legislation on Budget (Northern Ireland) Order 2006.

Budget (Northern Ireland) Order 2006

I would like clarification on certain points. The noble Lord—I almost said the noble Lord from Offaly—has suggested that there are four systems of education. Is he seriously suggesting that four systems of education are offered to every child in Northern Ireland? Integrated education and the Irish language hold a minority position in terms of the education opportunities in each town and village in Northern Ireland. Perhaps he will clarify the position if he thinks that. In any event, does the noble Lord believe that this sort of public expenditure is sustainable in the long term? The noble Lord, Lord Kilclooney, referred to Waterways Ireland. I do not know the score on that body, but bearing in mind that it is a cross-border body, does he believe that the right way forward, if there should be an inquiry, would be for a joint inquiry between the House of Lords, possibly conducted by one of our European sub-committees, and the Senate of the Irish Republic? Would not that be a better way forward?
