Proceeding contribution from Lord Rooker (Labour) in the House of Lords on Thursday, 2 March 2006. It occurred during Debates on delegated legislation on Budget (Northern Ireland) Order 2006.
Budget (Northern Ireland) Order 2006
Off the top of my head, I really do not know; but I know that they are less. It is fair to use the 29 per cent figure. I am not criticising this, by the way. We can justify every pound of that £5 billion. Do not get me wrong. Those figures are 18 per cent for Scotland and 11 per cent for Wales. I would not want to guess the cash figures. The English are going to be after me fairly soon, working out the consequences of that funding. Armagh Planetarium is planned to be open to the public in June this year. On corporation tax, I have a get out: reserved matter, Chancellor of the Exchequer. UK government policy: Chancellor of the Exchequer; not the Secretary of State for Northern Ireland. That is the short answer. There are no plans, as far as I know, to change that. Briefly, the costs of the north/south pension scheme are split on the basis of the benefit to each jurisdiction, rather than on a population basis. In other words, if that was not happening, some of that money would be paid to the Civil Service pension scheme for the functions that are already taking place. If there was no north/south body, some of those functions would take place anyway. So that £15 million is not a net figure, because some of that would be spent by the Civil Service anyway. But it is not done on the basis of the population split between Northern Ireland and the Republic of Ireland.
