Proceeding contribution from William Cash (Conservative) in the House of Commons on Wednesday, 15 February 2006. It occurred during Debate on bill on Terrorism Bill 2005-06.
Terrorism Bill
The hon. Gentleman has a strong constituency interest in this matter and must therefore be listened to with great care. The Johannesburg principles, with which I dare say he is familiar, set out the criteria for dealing with matters such as freedom of expression. They state that we should take account of the fact that "““some of the most serious violations of human rights and fundamental freedoms are justified by governments as necessary to protect national security””." However, they go on to say that it is essential to enact laws that are "““drawn narrowly and with precision, and which ensure the essential requirements of the rule of law””."
