Private Sector (NHS)
I do not want to make the list of criteria endless, but does my hon. Friend agree that there should always be, as a fifth criterion, proper, considered consultation and debate about wide-ranging proposals? It is unfortunate that we have not had that because the Government slipped out the paper a week into the summer recess.
