It is a probing amendment. There are various references throughout the Bill to payments into the consolidated fund. This does not appear to be defined anywhere in the Bill. We argue that it may be useful to do so. The amendment may be an unwieldy definition and I do not doubt that the parliamentary draftsmen will not like it. However, it at least serves to point the user in the direction of the meaning of consolidated fund, which will be of use to those who are not enlightened on the finer points of government finance.
