Proceeding contribution from Lord Thomas of Gresford (Liberal Democrat) in the House of Lords on Wednesday, 19 April 2006. It occurred during Committee of the Whole House (HL) and Debate on bill on Government of Wales Bill 2005-06.
Government of Wales Bill
Does the noble LordĀ appreciate that every word he says is creating a difference between the list Member and the constituency Member and is putting the constituency Member first, with the list Member creeping in through the back door? Was it not his Government who decided to have a list system and his Government who have consistently opposed STV, which is a much fairer system?
