I beg to move amendment No. 8, in clause 19, page 14, line 24, at end insert—"‘(8) The Secretary of State shall not lay an Order under section 4(2) in relation to any matter which is specified in any of paragraphs 9 to 12, 14A and 15A and 17 of Schedule 3 unless—"
