Honours System (Reform)
About 2 per cent. of awards are refused, but refusals by high-profile individuals grab the limelight. Some people in public life who are doing a good job sometimes refuse an award, but they are never mentioned—only those who sprinkle stardust and starlight on the system get any notice.
