I am grateful to my noble friend for his assurances on this point and for the clarification he has just provided. When the guidance is issued not only to local authorities but also to the other categories of bodies covered by Clauses 27, 32 and 35, will it be explicit about acts of omission as well as commission, perhaps citing examples of the kind just highlighted by the noble Lord, Lord Laming?
