Safeguarding Vulnerable Groups Bill [HL]

I support the noble Lord, Lord Harris. I recall the noble Lord referring to this point during Second Reading and I remember thinking that what he said made absolute sense. It is a very difficult area to define. From a cursory look at Amendment No. 128, I would say that at least it illustrates well what the noble Lord is trying to achieve. I look forward to hearing whether the Minister has been able to find a way to accommodate this important and difficult point.
