Proceeding contribution from Baroness Noakes (Conservative) in the House of Lords on Tuesday, 6 June 2006. It occurred during Committee of the Whole House (HL) and Debate on bill on Government of Wales Bill.

Government of Wales Bill

I am grateful for that. While I do not want to detain the Committee, I should point out that the Minister has said that this must be set out in the budget resolution, but I am not sure where the Bill specifies that any conditions being applied have to be set out in such a budget resolution. I am afraid that I am going to have to ask the Minister to write to me because we would like clarification of this point. I should be grateful if he could explain how the combined effects of Clauses 117 and 123 achieve the result which we are agreed we would like to see achieved by the legislation. With that, I shall be content. If not, I shall want to return to this issue on Report. I beg leave to withdraw the amendment. Amendment, by leave, withdrawn. Clause 117 agreed to. Clause 118 agreed to. Clause 119 [Destination of receipts]:
