Proceeding contribution from Lord Dearing (Crossbench) in the House of Lords on Wednesday, 12 July 2006. It occurred during Debate on bill and Committee of the Whole House (HL) on Education and Inspections Bill.
Education and Inspections Bill
Those replies were very helpful. I thank the Minister. On my second amendment, on time, all that the Minister said was fine. But I want to be clear that the local authority will have the power to insist, if it wants to, that a school improvement partner will spend a lot of time in a school and the school cannot say, ““No, we don’t want it””. On the first point, about the relationship not working, I welcome all that the Minister has said. However, I had hoped, if there is a clear disagreement between the local authority and the governing body, that after a reasonable period of working with a school improvement partner, an independent person could come in and adjudicate on the matter. It does not matter if it is the adjudicator or whoever.
