My Lords, as I recall, one of the four orders due in Grand Committee next week relates to victims; it may relate to the victims’ commissioner. I will be happy to take advice to answer that. I cannot possibly comment on the McCartney case; it is not relevant to this Statement. As far as recognising the courts is concerned, the specific answer to the question is, ““I don’t know””. But the point is that we are dealing here with the devolution of the criminal justice and policing system of Northern Ireland. That is what this has all been about, and the recognition and acceptance of that has actually been the key to unlocking movement to get the Assembly back. So movement is under way on this, and that is clearly set out both in the Statement that has been made by the Secretary of State and in the agreement. We will know by 10 November.
