Proceeding contribution from Martin Horwood (Liberal Democrat) in the House of Commons on Wednesday, 25 October 2006. It occurred during Debate on bill on Charities Bill (HL).
Charities Bill [Lords]
I am not sure that I follow what the hon. Gentleman means. It is reasonable for the commission to want to know the Government’s intentions in respect of forthcoming legislation, and that is what we are trying to establish in this debate. The current Charity Commission briefing states:"““We need to articulate and explain the concept of public benefit in a way which is consistent with the law and clear to the public.””" The fact that the briefing itself does not do that shows that matters as they stand are not entirely clear.
