My Lords, we are grateful that the Minister, despite the strong manner in which he expressed himself in Committee, has listened to the arguments put to him and come forward with Amendment No. 14. With my noble friend Lord Norton and the noble Lord, Lord Goodhart, we are grateful also for the further reassurances given by the Minister.
