I understand where the hon. Gentleman is coming from. Given that the use of these powers is subject to the affirmative resolution procedure, any such proposals will be subject to proper parliamentary scrutiny. I am sure he will welcome that. On the rules of engagement I am happy to put on record that I agree with Lord Drayson’s comments in another place. Lords amendment agreed to. Lords amendments Nos. 38 to 46 agreed to.
