My right hon. Friend is right that we must find a way of bringing the former states of Yugoslavia into the Union, and that for strategic reasons we must find a way of bringing Turkey in, but that will require some rethinking about the disproportionate powers that were given to smaller countries in the European Union, such as a minimum of four MEPs and their own Commissioner. Is some thought being given to how a European Union of 30-plus member states, including Turkey, would look in terms of power balance?
