May I urge the hon. Gentleman not to read too much into statements made by the Minister for Europe when the Foreign Secretary is in India? After all, when the cat is away, other things get said. Does it remain the Opposition’s position that they will call for a referendum on any mini constitution that is proposed by the Commission?
