No, I will not. I am coming to the end of my speech. Next week’s summit is an opportunity for the Prime Minister to rediscover the reforming zeal that he displayed when he addressed the European Parliament at the beginning of the British presidency of the EU last year. The longer the EU is forced to wait for the leadership that it needs, the harder it will be to achieve the necessary change. We hope that the Prime Minister will have something of substance to report to the House when he makes his statement on 18 December, but the indications so far do not augur well.
