My Lords, the noble Lord may be able to persuade the noble Baroness, Lady Morris of Bolton. She seemed to be implying that47 local councils was far too many and terribly bureaucratic, while the noble Lord, Lord Baker, suggested that many local interests need to be represented when it comes to delivering training.
