Sustainable Communities Bill
I refer to clause 6, dealing with approval of local spending plans. Subsection (1) states:"““A local authority shall submit its proposed local spending plan to the Secretary of State for approval.””" Does my hon. Friend agree that that provision goes against the tenor of the Bill, which is about giving local communities power over spending in those communities? The provision gives the Secretary of State power to override spending decisions that have been approved locally.
