Proceeding contribution from Lord Kingsland (Conservative) in the House of Lords on Tuesday, 23 January 2007. It occurred during Committee of the Whole House (HL) and Debate on bill on Legal Services Bill [HL].

Legal Services Bill [HL]

I am most grateful to the noble Baroness for responding to my probing amendment in such detail. Perhaps I can again pose the question that I put to the Minister at the outset. Does she accept the incremental approach that lay behind my amendment? Does she accept that the Legal Services Board should be extremely cautious in the initial stages of licensing, to ensure that it moves only after the few early licensed ABSs have produced evidence of their impact? That would allay some of the concerns that I expressed in my subsequent speech. Does she accept that that should be the policy of the Legal Services Board—that it should make haste slowly, should license gradually and issue further licences only after it has introduced a monitoring process whose consequences satisfy the concerns that we have expressed about, for example, access to justice, but not only that?
