Proceeding contribution from Lord Goldsmith (Labour) in the House of Lords on Monday, 5 February 2007. It occurred during Debate on bill on Corporate Manslaughter and Corporate Homicide Bill.
Corporate Manslaughter and Corporate Homicide Bill
My Lords, in lifting immunity for the first time in certain circumstances to submit the Crown to criminal responsibility in these areas, the Government have sought to keep on one side one category of decision-making, which is exclusivelyin the public policy area, while recognising a government responsibility in the rest. I entirely understand that one wonders whether certain examples should be on one side rather than the other, but that is the ring-fence which this Bill seeks to achieve.
