Afghanistan (Force Levels)
Where countries are unable, as some of them are, to provide troops that can engage in the sort of tasks that are needed in Helmand province, or where they are unwilling to do so, we suggest that they ought to find some other way of supporting the challenge that needs to be supported. That said, almost all the countries have already committed themselves, through the Afghan compact, to making contributions to the development of Afghanistan. I would not want it to be thought that I said that they are not providing money to support the Afghan Government, because most of them are.
