Statistics and Registration Service Bill

As I recall, Dr. Goudie gave, in his submission to the Scottish Parliament, a clear indication that one of the difficulties that his team was operating under was that the Treasury had failed to release some of the information that he required in order to examine the accuracy of the particular set of non-identifiable spending statistics. Could it possibly be the case that the Treasury failed to give information to the Scottish Executive statisticians?
