No. We are legally obliged to undertake such discussions by a legally binding treaty. The talks are only two years away. Indeed, I understand that there will be a prep conference in May. It is extraordinary that we should unilaterally be deciding effectively to begin the process of rearmament within weeks of a legally binding obligation to begin multilateral negotiations on non-proliferation.
