Higher Education

I accept, as does the hon. Lady, that it is a good thing to get more people into higher education, so I do not object to the target on those grounds. However, if we set a target of 50 per cent. we instantly suggest to young people who are seeking to go to university that if they do not do so, they must be in the bottom half. There is no problem in saying that we want as many people as possible to go to university who have the capability and ambition to do so, and who will benefit from the experience, but there is no reason for putting a figure on it.
