moved Amendment No. 23: 23: Clause 3, page 3, line 29, leave out paragraph (b) The noble Lord said: This is a probing amendment intended to clarify the function of paragraph (b). I would be grateful if the Minister could indicate under what circumstances he would expect information to be released under a court order or other enactment. While paragraph (b) looks like a standard component of legislation, in the context of information-sharing, it is important to clarify on the record in what instances information could be shared other than as set out in the Bill.
