Rating (Empty Properties) Bill

This has been a brief, informative and thoughtful debate. I hope that my remarks will match all those qualities, but I make no commitment on that. The Financial Secretary to the Treasury, my hon. Friend the Member for Ludlow (Mr. Dunne) and I have gone to some lengths to avoid taking part in the final sitting of the Finance Bill this afternoon, such is the attraction of this measure.
