Proceeding contribution from David Howarth (Liberal Democrat) in the House of Commons on Friday, 15 June 2007. It occurred during Debate on bill on Human Rights Act 1998 (Meaning of Public Authority) Bill.
Human Rights Act 1998 (Meaning of Public Authority) Bill
I still do not understand why the Minister cannot allow the Bill a Second Reading so that all those issues can be considered in Committee, on Report and in the other place. Allowing the Bill to go ahead will give it a flying start.
