Without having the opportunity of talking to my Scottish colleagues on this, my guess is that they thought it was appropriate. There will be provisions to establish a new chief inspector for the Border and Immigration Agency. The new inspectorate will provide a comprehensive review of immigration activities, which will include thematic reviews. We will consider, at an early stage, whether the chief inspector should be invited to report on the implementation of the new detention powers and the operation of the standing operating procedures within six months.
