I wonder whether my right hon. Friend agrees with Lord Falconer, who said about commissioning in his speech at the centenary conference of the probation service"““Sometimes it will be done regionally or nationally… but I see this as the exception rather than the rule””?" Local commissioning would be the norm, he said.
