Given what the hon. and learned Gentleman has just said, why would Stephen Bubb of the Association of Chief Executives of Voluntary Organisations say:"““We do not believe that the amendments discussed in the Lords to clause 3…would provide the catalyst needed to increase the role of the third sector””?"
