Offender Management Bill
It is an opportunity to say his name on the Floor of the House. Perhaps the measure is a legacy of Tony Blair’s approach to public service reform, where the language was modernising and high on rhetoric, but in practice we often dealt with a controlled and restrictive blueprint.
