National Security
My Lords, will the Intelligence and Security Committee remain a committee of parliamentarians, effectively a creature of the Executive, reporting to the Prime Minister and publishing report, or will it become a committee of Parliament, effectively a Select Committee? Can we be assured that reform of the ISC will not be circumscribed by the Intelligence Services Act 1994?
