National Security
My Lords, I am grateful for the comments of the noble and learned Lord, Lord Lloyd of Berwick. His comments about what happened in Ireland are very valuable. That is exactly the kind of dialogue we wish to have and the sort of input we wish to receive from noble Lords and Members of another place in considering what might be done. I confirm that we are talking about 28 days’ detention as rare. The reason for our proposals and options in the paper is that the combination of what the Home Affairs Select Committee has said and recent real-life experience make it right and proper to give Parliament the possibility of extending the 28-day period in the way my right honourable friend has described, but with all the safeguards mentioned and, indeed, additional safeguards that might be suggested. I look forward to discussing these issues further with the noble and learned Lord.
