I do not underestimate problems with the tax credit system, but let us remember that it helps 20 million people and has lifted 600,000 children out of poverty. The figures show that 97 per cent. of those on the lowest income levels of below £10,000 a year claim this tax credit. If we compare it with its predecessor, family credit, we find that it is much more effective.
