My Lords, I am sorry to interrupt my noble friend, but before he leaves that immediate point, the report says on page 20: "““The overall level of drug-related acquisitive crime for England and Wales has fallen by around 20 per cent””." Can he give us the basis for that figure? Where does it come from?
