Does the hon. Gentleman accept that the mechanism of carbon budgeting will effectively drive down the quantum that is out there, as he puts it, over a period of time, and that it will be a very effective adjunct to targets as we go through the period up to 2020 as those budgets are replaced over a five-year rolling period and that quantum continues to be drawn down?
