Children and Young Persons Bill [HL]
I have the feeling that I am speaking for others, too, but I am not against the idea of pilots. I am very concerned about whether those pilots will be on a level playing field and whether the pump-priming moneys, and so on, may leave to a false outcome that could lead to the wrong kind of development of services.
