Climate Change Bill [HL]

My Lords, I am tempted to refer to a statement made by the Government a few clauses back. The outcome is more important than the process. To someone brought up in the tradition of public service in this country this is a revolutionary suggestion. I suggest to the Government that in as area as novel and potentially difficult as this there is a good deal to be said for being fairly scrupulous in consulting the opinion of the committee.
