Does my hon. Friend agree that the Secretary of State is clutching at straws when he uses the CBI's comments as an argument for industry and business in this country generally, because it represents a very small minority of businesses, mostly the very large businesses to which costs are proportionately less important than to small and medium enterprises? The cost of policing will be massive for many SMEs.
